摘    要:挪威是欧洲重要的化石能源输出国,正在推动发展生物质能源产业。文中介绍挪威能源产业结构、化石能源与可再生能源比重、可再生能源发展战略,分析其推动发展生物质能源产业的环境保护要求与发展潜力2方面动因,总结挪威在制订发展战略、遵循可持续发展原则、设立项目发展机制、完善科研支撑体系等4个方面的经验,讨论林业生物质能源产业对环境和传统产业的影响及技术方面的不确定性等面临的3方面挑战,并从树立科学发展理念和确定科学发展行动2个层面提出对我国发展林业生物质能源产业的启示。

Abstract:Norway, one of key fossil energy exporters in Europe, is now promoting development of bio-energy industry. This paper firstly presented energy industry structure, proportion of fossil energy and renewable energy, and development strategy for renewable energy. Then, it discussed Norwegian motivation in environmental protection and developmental potential to promote the development of forest bio-energy industry. After concluding Norwegian experiences in terms of formulating development strategy, following sustainable development principle, establishing project based development mechanism, and improving scientific support system, the paper analyzed the challenges faced by Norway's bio-energy industry including influences of environment and traditional forest industry as well as the uncertainties in technology. Finally, the inspirations that Norway's experiences on China's development of forest bio-energy industry were put forward from 2 levels, i.e., setting up the notion of scientific development and identifying scientific development actions.
