| 摘 要： | 文章阐述了当前我国健全政策性农业保险制度的重要意义,分析了开展农业保险面临的主要问题,提出了健全政策性农业保险制度应有明确的政策目标、探索先进的经营机制和发展模式、加大政策扶持力度、与农村金融体制改革相结合、加快建立农业再保险和大灾风险分散机制等健全政策性农业保险制度的基本思路。

| Abstract: | The important significance of perfecting political agricultural insurance system in China was explained in the paper.Main problems were analyzed.Basic ideas of perfecting political agricultural insurance system in China were given,i.e.,having clear policy objective,exploring advanced mechanism of operation and development,giving more policy support,combing with system reform of rural finance system,speeding up in building dispersed mechanism of reinsurance and catastrophic risk,etc. |
