论现代农业产业技术体系建设过程中的十大关系

摘    要:现代农业产业技术体系建设是国家推进农业科技体制改革的重大举措,是提升国家和区域农业科技创新能力、增强农业综合生产能力和农产品市场竞争力的战略举措。文章提出,现代农业产业技术体系建设过程中,应从体系内外科技队伍之间,体系内不同产业、不同阶段工作任务之间、不同层次科技人员之间、受聘人员承担的体系内外工作任务、利益分配之间及稳定支持与动态管理,中央行业管理与地方、部门行政支持之间,产业技术研发与机制创新之间的关系等10个方面正确处理体系内外不同要素之间的关系,统筹兼顾、合理分工、强化管理、分步实施,保证体系健康、高效运行。

Abstract:Building Modem Agricultural Industry Technology System is a strategic policy made by the Chinese government to push forward the reform of public welfare-oriented agricultural scientific, research and the technological development system, upgrade national and regional capacity of independent innovation, enhance comprehensive agricultural productivity, and improve the market competitiveness of agricultural products. It was stressed in this paper that, to safeguard the healthy and high-efficiency establishment and running of the new system, great attention should be paid to balance the major relationships between different factors in 10 aspects with overall consideration, reasonable distribution of responsibility and interest, strict management and step-by-step implementation.
