| 摘 要： | 中国产业技术联盟快速发展，各行业纷纷成立相应组织。作为众多产业技术创新联盟之一的中药材产业技术创新联盟，其构建过程中有其难以破解的瓶颈问题；同时，实践探索使得其内容丰富，呈现出多种模式。论文对中药材产业技术创新联盟构建进行了相应阐述，并从强化顶层设计制度、创新其体制机制诸方面，提出了相应地政策选择。

| Abstract: | The aim was to study the policy choices with the rapid development alliance. This study had the demonstration of bottleneck problem during the relevant model, based on the Chinese herbal medicine alliance as an example of China industrial technology construction, and summed up to further explore the issue of policy choice. This thesis, by the method of documentary and logical analysis, articulated the construction of Chinese herbal medicine alliance, with policy advices on the top-level design and innovation of its institutional mechanisms accordingly |
