| 摘 要： | 现退耕还林工程进入成果巩固阶段,国家给予退耕农户的经济补助期限已满,如果农民因为国家停止补助而重新毁林种粮的这一现象出现,国家应着重考虑补偿对象生存与发展及国家的财力问题,同时兼顾效率和公平,采取合理的生态补偿资金筹集与补偿方式。

| Abstract: | Grain for Green Project is now entering a consolidation phase results,the state financial assistance given to farmers abandoned expired,the farmers will not stop because the state grain subsidies and redeforestation,If this phenomenon occurs,the state is focuses on the survival and development to consider compensation for the object and the country's financial problems,taking into account efficiency and equity,ecological compensation described reasonable way of funding and compensation for our discussion. |
