| 摘 要： | 自退耕还林工程实施以来,林地管护一直是乡镇的一项棘手工作。建立"专人专职、费用户筹、酬劳挂钩、代表监督"的管护新机制,可以有效破解宁夏彭阳县多年困扰乡镇林地管护的瓶颈问题。
