淮河流域解决粮柴短缺造成水土流失的途径和对策

淮河流域山丘地区粮柴短缺严重,导致生态条件恶化,水上流失加剧,限制了农业经济的发展。长期以来,粮食短缺已成为当地人民为维持生存而迫切寻求解决的突出问题。本文在调查研究的基础上,针对不同地区缺粮缺柴造成水土流失的现状、成因,提出了狠抓坡耕地治理,加强预防保护,引进节能技术,营造薪炭林、实行封山育林育草的防治途径和以小流域为治理单元的实施对策。

Countermeasures to Control Soil Loss due to Lack of Food and Firewood in the Huaihe River Basin

In rolling and mountainous areas lack of food and firewood has become a serious problem that should be imperatively solved for maintaining the life of local people during long periods. The heavy soil loss had led to deterioration of ecologic condition and also restrained the development of agricultural economy Besed on the investigation of the present situation and on the study of the genesis leading to soil loss due to lack of food and firewood in different areas, the paper puts forward the ways to prevent and control the soil loss such as laying stress on harnessment of the sloping farmland; strengthening the work of prevention and protection ; introducing the technique which can reduce the consumption of energy ; afforesting for firewood and closing hillside to facilitate afforestation and etc. This paper also proposes that the small watershed should be taken as a unit in the implementation of these countermeasures.
