湿地生态服务投资机制的构建研究

湿地生态恢复与保护是当前生态建设任务中的重要一环，面对巨大的资金投入压力，仅仅依靠政府会有力不从心的感觉。能否构建行之有效的湿地生态服务投资机制，利用市场力量为湿地生态恢复与保护提供持久资金动力，是一个具有现实意义的研究课题。本文从湿地生态服务投资的概念界定人手，指出构建湿地生态服务投资机制的驱动力，运用相关经济学知识对机制构建的制约因素进行分析，最后提出机制构建的具体做法。通过研究，初步形成关于湿地生态服务投资机制构建的理论，为出台相关政策提供必要的理论依据。

Study on Building the Investment Mechanism of Ecosystem Service of Wetland

It is important that wetland ecosystem recovery and conservation in the ecosystem building project, but it is difficult that all huge capital comes from the government. This paper attempts to use market system to create the efficacious investment mechanism of wetland ecosystem service to resolve the dilemma in wetland ecosystem recovery and conservation. Firstly, it defines the conception and category of the investment of wetland ecosystem service, and then points out the power system about building the investment mechanism of wetland ecosystem service; secondly, it uses economics theory to analysis the restriction factors about the investment mechanism of wetland ecosystem service; finally, it tables a proposal about the method of building the investment mechanism of wetland ecosystem service. Passing research, it builds the theory about the investment mechanism of wetland ecosystem service, and the theory provides the necessary theoretic base for constituting polices about wetland ecosystem service.
