新型合作医疗可持续发展与宏观农村经济政策——基于筹资视角

新型合作医疗制度在我国已全面铺开，然而筹资困难始终是这一制度可持续发展的关键限制要素。鉴于国内外社会保障发展的经验教训，我国政府不可能包揽农村医疗保障的全部筹资。因此，当前新农合筹资来源仍然要坚持多方负担的基本原则。研究认为，我国政府在新农合制度中承担了主要筹资角色，即一方面“拉”农民参加新农合；而另一方面，当前我国宏观农村经济政策走向以提高农民收入为中心，又“推”动了农民提高筹资能力。今后主要是保持政策的稳定性和连续性，确保“推”“拉”结合，构建一个长效且随经济发展而逐步提高筹资水平的筹资机制。
