| 摘 要： | 阐述了海洋渔民转型的实质和动因,分析了海洋渔民转型中的障碍,并提出促进海洋渔民转型的政策建议:加强海洋渔民转型的宣传与教育,作好海洋渔民转型的思想动员;科学规划,营造有利于海洋渔民转型的社会政策环境;提高海洋渔民的人力资本素质,助力海洋渔民转型。

| Abstract: | The essence and impetus of marine fishery transition were expounded,and the obstacles of fishermen transition were analyzed,furthermore,the policies and suggestions for fishermen transition were proposed,namely strengthening the propaganda and education for marine fishermen transition,making the ideological mobilization for the transition;scientific planning,building the social and policy environment for the transition;improving human capital quality for marine fishermen and helping marine fishermen transition. |
