村民自主管理自然资源的成功模式--GEF/UNDP资助的云南省YUEP项目案例分析

中国现行管理森林、自然保护区与生物多样性等自然资源的模式，是政府机关的单一管理。近10多年来，国际社会在援华农村发展项目中，引进与推广当地社区村民参与政府机关管理之中的模式，比政府机关的单一管理前进了一步。本依据作的亲自实践，论证了以村民为主体、县乡政府机关参与其中的社区共管模式，有效地克服了现行单一政府机关保护自然资源体制的缺陷，是农村基层民主的较好实现形式。

A Successful Model of Farmers' Managing Natural Resources by Themselves Cases Analysis of YUEP Project Funded by GEF/UNDP

The current models managing forest, natural reserve and biodiversity in China, are the single management of the government. In the past more than 10 years, the models that the local community farmers participated in the government management, have been introduced and extended the rural development projects funded by the international societies, which have got more progress than the single management of government. According to the authors' personal practices, the document have verified the models that the governments of county and township levels participate in the community co-management of the farmers as the main body, can overcome efficiently the system defaults of natural resources protection with single government, and it is a better form of rural democracy at the grassroots level.
