| 摘 要： | 为了实现各种资源的优化配置,充分发挥人才流、技术流、资金流在农村信息化建设中的倍增效应,结合湛江市于2008年3月被国务院定为农村信息化建设试点市的实际情况,在阐释基本定义的基础上,采取实证分析的方法,总结资源整合情况,分析存在问题,并提出了实施三级联管、推进三网融合、组织三方联动、推动三头并进的对策建议。

| Abstract: | In order to achieve the optimal allocation of resources,give full play to the flow of personnel,technologies and capital in the multiplier effect of rural informatization construction,in this paper,combining the factor that Zhanjiang was designed as pilot city of rural informatization construction by the state council in March 2008,on the base of the interpretation of the basic definitions,the resource integration and existing problems were analyzed using empirical analysis method an then,the countermeasures of implementing three joint management,three nets fusion,organization tripartite joint action were proposed. |
