都市型现代农业发展中利益主体矛盾与协同发展路径——以安徽省合肥市为例

都市型现代农业是农业现代化建设的重要内容。本文探究了都市型现代农业发展中各利益主体矛盾及协同发展路径。研究发现,合肥都市型现代农业发展中各主体存在利益失衡问题,并具体表现为农业经营主体与小农户、农业经营主体与大市场、村集体与小农户以及村集体与农业经营主体等四对主要矛盾。据此,需要以政府统筹为先导,搭建都市型现代农业发展一站式服务平台；以产业发展为中心,打造都市型现代农业产业发展利益共同体；以合作平台为依托,提高都市型现代农业经营主体的利益粘性；以要素流动为赋能,破除都市型现代农业要素供给的利益壁垒。通过综合施策,促进都市型现代农业利益主体的共赢发展。

Contradiction of Interest Stakeholders in the Development of Urban Modern Agriculture and Synergistic Development Path--Taking Hefei City of Anhui Province as an Example

Urban modern agriculture is an important part of agricultural modernization construction. This paper explores the contradictions and synergistic development path of each interest stakeholder in the development of urban modern agriculture. It is found that there is an imbalance of interests in the development of urban modern agriculture in Hefei, which is specifically manifested in the four main contradictions between the agricultural management body and small farmers, the agricultural management body and the big market, the village collective and small farmers, and the village collective and the agricultural management body. Accordingly, it is necessary to take the government as a guide to build a one-stop service platform for the development of urban modern agriculture; industrial development as the center, to create a community of interest in the development of urban modern agriculture industry; based on the cooperation platform, to improve the interests of urban modern agriculture business subjects viscous; to the flow of factors for the empowerment of the supply of factors of interest to break down urban modern agriculture barriers. Through comprehensive measures, the win-win development of urban modern agriculture interest stakeholders is promoted.
