| 摘 要： | 通过对我国海洋资源开发与管理现状的分析,剖析了我国海洋资源开发与管理活动在海洋生态环境保护、资源权属、观念、管理体制等方面的问题,提出了强化海洋资产管理、增强国民海洋意识、调整海洋产业结构、大力发展海洋新兴产业、培养海洋科技人才等一系列加强海洋资源开发与管理的对策建议。

| Abstract: | Based on the current situation of marine resources in China in respect of development and management, the issues of the development and management of marine resources in China were analyzed from aspects of marine ecological environmental protection, resource ownership, ideas, management system and so forth, Afterwards, a series of suggestions about strengthening the development and management of marine resources in China were put forward, such as clearing marine property rights, strengthening national ocean consciousness, adjusting marine industrial structure, vigorously developing new marine industries, and culturing marine technology professionals. |
