关于提高边疆地区少数民族农牧民科学文化素质的探讨

内蒙古锡林郭勒盟地处祖国北部边疆,是经济文化比较落后的少数民族地区。近年来,锡林郭勒盟盟委、行署高度重视少数民族农牧民科技文化的培训工作,锡林郭勒盟的农牧民培训工作取得了有目共睹的进步。为进一步提高边疆地区少数民族农牧民科学文化素质,本研究以锡林郭勒盟为研究对象,发现针对该群体的科学文化培训存在以下问题:一是少数民族农牧民基础教育水平低;二是少数民族农牧民学习科学文化知识的意识淡薄;三是培训资源分散,培训方法针对性不强;四是缺乏少数民族语言的学习教材。针对这些问题,本研究经调研分析,提出以下解决思路:一是科学规划,创新培训体系;二是整合资源,加大培训力度;三是加大培训经费的投入;四是建立培训考评机制,提高培训管理水平。

Discussion about Improving Cultivation Level of Minority Farmers and Herdsmen in Borders

Located in the northern border of China, Xilin Col League is a under-developed region inhabited by minorities. Scientific training of minority farmers and herdsmen has been under progress in effort of local government. To improve cultivation level of minority farmers and herdsmen in borders, we analyzed current situation and problems of Xilin Gol League. Firstly, their fundamental education quality is poor;secondly, their willing to receive education and training is not strong;thirdly, training resources is dispersed and specificity of training approach is defective;fourthly, lack of learning materials in minority languages. For solution of these problems, we came up with such suggestions as below：firstly, training and education system should be improved ;secondly, training resources should be relocated and education intensity should be enhanced; thirdly, fund injection should be increased;lastly, evaluation system of training should be built for improvement of management.
