| 摘 要： | 本文分析了党管人才原则的科学内涵,提出了高等院校实施人才强效战略的主要内容:坚持党管人才原则,实施人才强校战略,珍惜和用好现有人才,加大高层次人才的引进力度,建立多层次系统化的人才培养机制,建立干部队伍和管理队伍的选聘和培养机制,把高校人才工作提高到一个新水平。
