| 摘 要： | 以北京农村科技协调员体系为研究对象,运用SWOT方法,分析了农村科技协调员体系建设的优势、劣势、机遇与挑战。农村科技协调员体系建设的主要优势是创新资源丰富、发展基础好、政策推动导向;主要劣势是相关管理制度和协调机制缺乏、基层经费不足、协调员素质偏低;主要机遇是＂科技北京＂行动计划的实施、现代信息技术的有力支撑、农业科技需求旺盛;面临的挑战是发展低碳农业和金融危机的后发影响。应用SWOT分析矩阵,列出了北京农村科技协调员体系建设的SO战略、WO战略、ST战略和WT战略,为政府及相关部门制定决策和规划提供参考。
