联邦德国空间规划实施机制与我国现状的比较

阐述了德国的空间规划实施的概念及其发展的历史轨迹，并从实施环境的必要条件，规范化和系统化实施工具，中观层次的实施基础性条件，实施管理方案和方法，实施主体的多元化与组织效率等方面系统地讨论了德国实施机制，并与我国空间规划实施的现状进行比较。根据以上讨论。提出了改善我国空间规划实施的建议。

Implementation mechanism of German spatial planning and its comparison with the present situation in China

This paper elaborates the concept of German spatial planning and its implementation mechanism. The systematic discussion on German implementation mechanism and its comparison with that in present China is depicted in view of necessary conditions of the implementation environment, normalization and systematization implementation instruments, basic conditions for the fulfillment on meso-level, managing program and methods, the pluralitization of implementation subject and organizational effectiveness on the basis of the forgoing discussion, the proposal for the improvement on Chinese spatial planning and its implementation is raised.
