加快取消农业税的现实条件和政策建议

我国农业发展已进入一个关键时期。目前在农业投入严重不足，生产发展缓慢，农民负担沉重的背景下，取消农业税、增加农民收入，已成为农村改革农业发展的必然选择，通过分析论证，指出我国的财政能力已具备了取消农业税的实现条件。加快取消农业税的社会影响远大于其经济意义，并提出了相关政策建议。

Analysis on Practical Condition Abolishing Agricultural Taxes

Agricultural production has entered into an important stage at present. Under the circumstances of the severe shortage in investment, slow development and heavy burden of the peasants in agriculture, it is inevitable for rural areas reform and development to abolish agricultural taxes and increase the peasants' income. After analysis, it is put forward that the financial condition of our country has been qualified to completely cancel agricultural taxes and the significance of quickly abolishing these taxes is far more important than that of its economy. Some relative suggestions in policy are also proposed in this paper.
