陕南丹凤县移民搬迁绩效评估研究

从陕南移民搬迁的目的出发,选择了陕南丹凤县作为实地调查研究的对象,设计了评估陕南移民搬迁的指标体系,并运用问卷调查与深度访谈相结合、定性分析与定量分析相结合的研究方法,测算了各个指标的得分与评估水平。研究表明:2年来丹凤县移民搬迁取得的社会效益、环境效益和综合效益评估结果均为"良好",经济效益的评估结果为"一般"。鉴于此,从经济效益、社会效益、环境效益和综合效益方面,结合最基层指标的评估结果,对丹凤县移民搬迁效益、内在机制及存在的问题进行了分析和讨论。

Benefit Evaluation of Immigrant Resettlement in Danfeng County of Southern Shaanxi

According to the purpose of immigrant resettlement in southern Shaanxi, choosing Danfeng county as the investigated object, the author constructed the index system for evaluating the benefits of immigrant resettlement in southern Shaanxi. By combi- ning questionnaire survey with in - depth interview, and combining qualitative analysis with quantitative analysis, we calculated the score and evaluation level of each index. The evaluation results indicated that the social benefit, environmental benefit and compre- hensive benefit achieved by immigrant resettlement in Danfeng county in recent two years reached the level of ＂good＂, but the eco- nomic benefit was at ＂general＂ level. Finally, from the aspects of economic benefit, social benefit, environmental benefit and com- prehensive benefit, combining with the score and evaluation level of 27 basic indexes, this study analyzed and discussed the bene- fits, internal mechanism, and existing problems of immigrant resettlement in Danfeng county.
