| 摘 要： | 总结了我国中小城镇的特点,分析了中小城镇水资源开发利用中存在的水资源短缺、水污染严重、用水水平低、水浪费严重及水资源管理效率低等问题,探讨了适宜中小城镇的节水型社会建设的对策与措施。
