"三农"问题与我国农村剩余劳动力转移的途径及对策

本文分析了我国“三农”问题的表现及产生根源，探讨了从农村就地转移、跨地区转移分流、国外劳务输出三个层次转移农村剩余劳动力，解决“三农”问题的途经；并从城乡统筹、制度创新、技能培训三方面，提出了加快农村剩余劳动力转移的政策建议。

Countryside, Agriculture and Farmers Problems and Ways and Policies of Rural Surplus Labor Transfer

This paper analyses the display and causes of the problems concerning me countryslde, agriculture and peasants, explores the ways in solving these problems by transferring the rural surplus labor locally or transregionally or by exporting them to foreign countries, and proposes the policy of speeding up the transferring rural surplus labor by unifying rural-urban, bringing forth new systems and technical training.
