中国农产品出口TBT影响因素实证分析

近年来,技术性贸易壁垒(TBT)逐渐取代传统贸易壁垒,成为中国农产品出口的最主要贸易壁垒。为降低TBT的影响,扩大农产品出口份额,该研究建立了农产品出口的TBT影响因素理论模型,逐项分析了出口额、出口农产品种类、出口目的地等因素与遭遇TBT严重程度的相关关系,并运用回归模型定量分析了出口额和出口农产品种类与农产品遭遇TBT严重程度的相关性。结果表明,出口额与农产品遭遇TBT严重程度没有呈现显著的负相关关系,不同种类的农产品遭遇TBT严重程度也有所不同,出口目的地对农产品遭遇TBT严重程度影响显著。由此得出,在应对TBT方面,政府的"扶大扶强"龙头企业倾斜政策可能是无效的;实施应对TBT政策时要注意对我国具有强国际竞争力产品的保护,以免因为进口国的贸易保护而扭曲了我国农产品的比较优势,甚至改变国际贸易商品和地区结构;政府针对不同的贸易伙伴采取不同的协调政策是合理的。

The Empirical Analysis of TBT Influencing Factors on Chinese Agricultural Products Export

In recent years, TBT replaced the traditional trade barriers, became the first trade barriers restricting China b exports of agricultural products. In order to reduce influence of TBT and expand agricultural products export market share, TBT influencing factors theory model was es- tablished. The correlation between export value, export agricultural products species, destination with severity degree. The quantitative relation- ship between export value, agricultural products species and TBT serious degree was proved by regression model. The results showed that export value and agricultural products has no significant negative correlation, different species of agricultural products suffers various TBT degree, the destination has significant effects on suffering TBT serious degree.
