| 摘 要： | 如何实现经济社会的可持续发展一直以来是理论界探讨的热点问题,十六届三中全会以来,我党提出并逐步丰富完善了"科学发展观"理论体系。如何坚持科学发展观,促进内蒙古半农半牧区这一生态脆弱地带的发展,是需要深入研究和探讨的问题。文中采用定性和定量相结合的方法,结合研究区的特殊性,根据统计资料的可获得性和适用性,运用层次分析法,建立内蒙古半农半牧区可持续发展评价指标体系,对内蒙古半农半牧区21个旗县市区进行评价分析。
