| 摘 要： | 文章阐述了农民利益保障的内涵,从促进就业、增加农民收入、提高产业结构层次、促使农民土地意识变迁、增强法制观念等方面论述了工业化、城镇化及农业现代化(以下简称"三化")在农民利益保障中的作用,分析了河南省"三化"进程中农民利益保障存在的主要问题,从城乡一体化发展、农村富余劳动力非农化就业、失地农民利益保障、农民工权益保障四个方面论述了农民利益保障机制,提出了保障措施及政策性建议。

| Abstract: | The connotation of guarding farmers＇ interests was explained in the paper. Effect of industrialization, rural urbanization and agricultural modernization （Three Changes） in guarding farmers＇ interests was discussed from the following aspects： promoting employment, increasing farmers＇ income, enhancing levels of industrial structure, changing farmers＇ awareness of land and legal concept. Main problems of guarding farmers＇ interests in ＂Three Changes＂ in Henan Province were analyzed. Mechanism of guarding farmers＇ interests was discussed from the development of urban-rural integration, shift of rural surplus labor force, interest security of land-lost farmers and interest security of rural-urban migrants. Finally, guarding measures and suggestions of policy were proposed. |
