绿色贸易壁垒对农业全要素生产率的影响——基于安徽省面板数据的实证研究

基于安徽省16个地级市面板数据，实证分析绿色贸易壁垒对农业全要素生产率的影响。结果表明:安徽省各地级市农业全要素生产率均逐年向好，但地市间改善幅度差异明显，农业技术配置效率差异是关键诱因；绿色贸易壁垒在农业全要素生产率改善中发挥积极作用，显著推动农业全要素生产率提升；绿色贸易壁垒作用农业全要素生产率也存在异质性，产业基础、公共投资、创新能力以及劳动力综合素质调节绿色贸易壁垒影响农业全要素生产率效果。建议通过健全农业保障体系、加强科技创新投入、加大公共投资、改善人力资本存量以及强化供给侧结构性改革和改革开放力度加以改善。

The Impact of Green Trade Barriers on Agricultural Total Factor Productivity:An Empirical Research Based on Panel Data of Anhui Province

Based on panel data from 16 prefecture-level cities in Anhui Province, this paper empirically explores the impact of green trade barriers on agricultural total factor productivity. The result shows that the agricultural total factor productivity of each prefecture-level city in Anhui increase with years, but the degree of improvement varies from place to place mainly because of the variation in efficiency of agricultural technology allocation; Green trade barriers play an active role in the improvement of agricultural total factor productivity, significantly promoting its increase; The effect of green trade barriers on agricultural total factor productivity also has heterogeneity because it could be regulated by industrial foundation, public investment, innovation ability and the comprehensive quality of labor force. Based on the above analysis, this paper puts forward some policy suggestions such as improving the agricultural security system, increasing investment in scientific and technological innovation and public investment, improving the stock of human capital, strengthening supply-side structural reform and the Reform and Opening up.
