| 摘 要： | 农村基层民主是人民群众直接行使民主权利、依法进行自我管理、自我服务和自我发展的主要形式，是中国特色社会主义民主最广泛的实践，也是广大农村全面实现小康的必由之路。分析当前我国农村基层民主建设存在的问题，并在此基础上采取有效措施，积极推动基层民主建设的发展。

| Abstract: | Democracy at the grassroots level means that people exercise democratic rights directly,and manage,serve and develop themselves according to law.It is the most extensive practice of Chinese characteristic socialist democracy.The problems in the construction of democracy at the grassroots level are analyzed.Effective measures should be taken to promote the construction of democracy at the grassroots level. |
