Discussion on Financial Management for GEF-OP12 Construction Projects in Inner Mongolia

The land degradation is a significant ecological question which the whole world faces. Our country is one of the most serious countries in land degradation in the world, especially the western part of the country. Taking Inner Mongolia project area as an example, this paper has introduced in detail on management and use of the grants aided by the land degradation prevention ability construction project, the relevant organization and responsibility, scope of money withdrawal and rendering an account and distributing standard of various categories, and safeguard procedure and essential requirements. Through the overall analysis and inspects on the project implementation process, the reasonable suggestions have been put forward on how to manage scientifically and use in safety the international grants, which can help greatly to increase the operational effectiveness of grants.
