水土保持补偿制度探析

水土保持补偿的概念有狭义和广义之分,狭义的水土保持补偿是指对水土保持功能的直接补偿,而广义的水土保持补偿还应包括对水土保持贡献者和利益受损者的经济补偿。运用外部性经济理论、公共产品理论、环境资源价值理论、法学理论、可持续发展理论、生态学理论对实行水土保持补偿的必要性进行了分析,并在总结我国水土保持补偿实践存在问题的基础上,提出了加快建立我国水土保持补偿制度的建议。

Exploration and Analysis on Compensation System of Soil and Water Conservation

The concept of compensation of soil and water conservation can be divided in a broad and a narrow sense.The narrow sense means that it is the direct compensation to soil and water conservation functions,while the broad sense should also include economic compensation to contributors and benefit losers of soil and water conservation.The paper analyzes the necessity of soil and water conservation compensation by using the theories of externality economy,public products,environmental resources value,the science of law,sustainable development and ecology and puts forward suggestions on speeding up the establishment of compensation system of soil and water conservation based on the existing problems of compensation practiced in China.
