| 摘 要： | 粮食安全问题,早已引起了两会代表、社会各界和新闻媒体的广泛关注与热烈讨论。中国要实现2020年粮食安全指标,要依靠12个粮食主产区,而华北是中国小麦玉米的主产区。利用SWTO战略对粮食主产区发展所面临的内外环境进行分析,提出了国家粮食安全的区域支持方案。
