基于农民意愿的土地征收补偿标准研究

近年来,随着社会经济的发展,对建设用地的需求量越来越大,围绕土地征收补偿问题的争论也日渐增多,其中包括补偿标准低、补偿范围窄、补偿测算方法不科学及补偿项目设置不合理、劳动力安置困难等问题。基于此,并结合农民对土地的依赖和农民现在的生活状态及人口素质情况,笔者在对桐城市新店镇北洼村农户进行了实地调查后总结出农民希望得到的失地补偿,并基于农民意愿提出了土地征收补偿标准的建议。

Study on the Compensation Standard of Land Expropriation Based on Peasants Will

In recent years,with the development of social economy,the demands for construction land became greater and greater.The debates on the compensation problem of land expropriation were increased day by day,including low compensation standard,narrow compensation range,unscientific measuring and calculating method of compensation,unreasonable setting of compensation project, the difficulty of labor arrangement,etc.On this basis,combining with the dependence of farmers on land,the present living conditions and population quality situations of farmers,the hoped compensation for farmers' lost lands were sum up after field survey was made on farmers in Beiwa village,Xindian town of Tongcheng city.And a suggestion on land expropriation standard was put forward based on farmer'will.
