云南省社区矫正工作存在的问题及对策

云南省的社区矫正工作自试点以来,成效显著,获得了一些成功的经验和做法,但也出现社区矫正缺少法律依据,人、财、物力资源不能满足社区矫正的现实需要,监督管理的刚性、惩罚性不足,教育、矫正、帮扶的质量和效果有待提高,以及社会对社区矫正认识、理解有误区等问题.针对以上问题,国家应该尽快出台专门的社区矫正法,云南省应该保证人、财、物力资源能满足社区矫正的实际需要,探索各种措施提高监督管理的刚性和教育、矫正的质量和效果,并加大对社区矫正的宣传力度,广泛动员全社会参与、支持社区矫正,以期推进云南省社区矫正工作的发展再上一个新台阶.

On Problems in and Countermeasures for Yunnan Community Correction

Yunnan community correction work has been proceeding effectively since its pilot, gaining some successful experience and practice though still facing some problems. The problems exist mainly in the lack of legal basis, human, physical and financial resources being unable to meet the needs of community correction work, insufficient rigidity of supervision and management, the quality and effect of correction, education and support to be improved, and misunderstanding of community correction. To efficiently deal with such problems, a code of community correction should be stipulated as soon as possible, the government of Yunnan Province should guarantee human, physical and financial re- sources meet the needs of community correction, measures should be explored to improve the rigidity of supervision and management, the quality and effect of correction and education, the media should in- crease their coverage of community correction so that the whole society may be mobilized to contribute to community correction, and Yunnan＇s community correction may be promoted to a new level.
