新型农村合作医疗筹资制度浅议

我国自2003年以来开展的新型农村合作医疗制度能够有效的防止农民因病致贫、因病返贫,有利于改善农村医疗卫生环境、提高农民健康水平,是我国农村最基本的医疗保障制度。而筹资是合作医疗运行的先决条件,是合作医疗持续有效运行的关键。本文结合具体事例,从筹资主体和筹资方式两个方面分析了我国现行的新型农村合作医疗筹资制度,进而提出相应的政策建议。

Analysis of New Rural Cooperative Medral System

The New Rural Cooperative Medical System which started from 2003 in China can effectively prevent peasants from poverty caused by diseases. This system can improve the rural medical environment, and raise the healthy level of peasants. So it is the basic rural medical security system in China. Financing is the most important conditions of success in the system. This article discusses the financing mechanism in the New Rural Cooperative Medical System from the financing subjects and methods with examples in China,and then put forward the corresponding policy recommendations.
