Abstract:The human resource is the strategic resources of the modern society, and encouraging the mechanism is the important means that develops human resource.The higher vocational school manages in the human resource convenient and friendly lives to encourage a mechanism, the establishment rises the orientation senior high vocational school special features to encourage system,and is the valid measure that improves the higher vocational school competition ability.
