务型体育行政部门职能体系探析*

在建设服务型政府的背景下,我国体育行政部门应该向“服务型体育行政部门”转型。在服务型政府职能的总体框架下,初步建立了我国服务型体育行政部门的职能体系。服务型体育行政部门的基本职能主要包括体育公共服务、体育经济发展、体育事业管理。国家体育行政部门的职能主要包括体育公共政策制定、体育法制建设、全国性体育公共服务。地方体育行政部门的职能主要包括组织体育公共产品生产、提供体育公共服务;增强体育经济意识、促进体育经济发展;强化体育市场监管、维护体育市场秩序;加强体育风险防范、控制体育社会问题。

Research on the Function System of Service-oriented Sports Administration

Under the background of building a service-oriented government, the sports administrative department in our country should be referred to the"service-oriented sports administration".The function system of service-oriented sports administration in our country was established under the overall framework of the service-type government''s function. The basic functions of service-oriented sports administration include sports public services, sports economic development and sports management. The functions of state sports administration mainly include sports public policy setting, sports legal system construction, national sports public services. The functions of local sports administration mainly include organizing sports public goods production , providing sports public services, strengthening the consciousness of sports economy, promoting the development of sports economy, strengthening sports market regulation and maintaining sports market order, strengthening sports risk prevention and controlling sports social problems.
