| 摘 要： | 目前,我国出台了多项解决“三农”问题的措施。但是,“输血式”支农不能根本解决“三农”问题,只有增强农民的自我“造血”功能,提高农民的文化素质是化解“三农”问题的基础。

| Abstract: | Although many measurements relating the issues of agriculture, countryside and farmer have been presented, those passive helping projects cannot resolve these problems effectively. The farmers should enhance their active manner by themselves; therefore improving farmer's culture quality is the base to solve issues of agriculture, countryside and farmer. |
