森林生物灾害承灾体脆弱性分析:一个概念框架

摘    要:森林向人类提供多种重要价值, 依其可拥有性的不同, 相关受益人群分为特定受益人、不特定受益人和人类整体3类。基于以上分析并借鉴自然灾害科学相关原理, 提出了森林生物灾害承灾体的概念并将其划分为特定承灾体、区域承灾体和全球承灾体3类, 分析了森林生物灾害承灾体脆弱性的来源和特点, 构建了基于物理暴露性(Ve)、灾损敏感性(Vs)和应灾能力(Vd)等指标的森林生物灾害承灾体脆弱性评估体系, 探讨了森林生物灾害承灾体脆弱性管理的特点以及针对3类承灾体脆弱性管理的具体对策。

Abstract:Forests provide important values,and according to their possibility of being shared,the beneficiary parties can be roughly divided into the specific beneficiaries,the non-specific beneficiaries and the wholly human.Based upon the above analysis and the reference to the relevant principles in natural disaster science,this article introduces the concept of hazard-bearing body of forest biological disaster,makes a tripartite division of specific,regional and global hazard-bearing body,builds the appraisal system based upon such indicators as physical exposure(Ve),disaster loss sensitivity(Vs)and disaster response capacity(Vd),and finally discusses the features of management of hazard-bearing body of forest biological disaster and concrete countermeasures for the vulnerability management of the three hazard-bearing bodies.
