论异地开发扶贫移民迁入地生态环境的保护——以思茅市大沙坝移民村为例*

 异地开发扶贫移民是解决人口与土地分布不均衡，帮助生态环境恶劣地区农民脱贫致富的有效手段。近年来，云南省异地开发扶贫取得了较好的生态、社会、经济效益。但有些移民迁入地，由于不注意生态环境的保护，已潜伏着生态危机。本文以云南省思茅市龙潭乡大沙坝移民村为例探讨异地开发扶贫移民迁入地生态环境的保护，提出了以下异地开发扶贫移民迁入地生态环境保护的措施。(1)加强宣传教育，促使移民摒弃落后的生产观念，树立科学的发展观。(2)发展水土保持型生态农业，保护生态环境。(3)政府加大扶持力度，投资基础设施建设。

The Ecological Environment Conservation of Resettled Area of Poverty People

The helping residents emigrate to new area for develop is not only a effective means to resolve the conflict between residents and land resource, but also a effective means to get rid of poverty for farmer. Since 1996, the helping residents emigrate to new area for develop Plan of Yunnan Province has got ecological benefit, economic results and social effect. In some resettled areas, however, the emigrant don't pay their attention to ecological environment conservation, so it has been a latent issue. Based on studying Dashaba resettled village of Yunnan province, this paper advanced how to protect the resettled area of poverty people and suggest the measurements as follow, (1)Making emigrant understand the importance of environmental protection, impelling them to cast away undesirable mode of production and set up the science developing concept; (2)Developing water and soil conservation type of ecological agriculture; (3)The government must go a step further to help emigrant and invest to build basic farmland.
