欠发达闽西山区县域土地利用总体规划调整完善探讨——以福建省宁化县为例

以福建宁化县为例,综合分析了欠发达山区县域经济社会发展存在的问题,采用定性与定量相结合的方法深入开展了土地利用总体规划实施评价,结果表明:开展土地利用总体规划的调整完善工作具有必要性和迫切性。明确了规划调整完善工作的指导思想和原则,探讨了规划调整完善的相关重大问题,主要包括:优先建设生态文明,打造宜居宜业山区;发挥区域特色优势,优化土地结构与布局;规范调整建设用地管制区;扎实推进多规合一,夯实村土地利用规划编制基础,以供规划编制、决策参考。

Study on Adjustment and Improvement of General Land Use Planning for Underdeveloped Counties in Mountainous Areas of West Fujian: A Case Study on Ninghua in Fujian Province

A case study on Ninghua in Fujian province, the problems of economic and social development were analyzed in the underdeveloped mountainous area.The qualitative and quantitative methods were used to evaluate general land use planning implementation.The results showed that it was necessary and urgent to carry out the adjustment of general land use planning.The guiding ideology and principles about adjustment and improvement of general land use planning were put forward clearly.This article explored the major issues associated with adjustment and improvement of general land use planning: giving priority to the construction of ecological civilization, building an environment suitable for living and producing in mountainous area;displaying region characteristic superiority, adjusting land use structure and layout;adjusting and improving land control zone;focusing on multiple planning integration, promoting the basic work of village land use planning.It can provide some references for planning and decision.
