明晰渔业产权 强化渔业管理

渔业产权是指海洋捕捞资源,如何分配准入权或其它权利,不同国家采取不同的手段来处理这一问题,明确界定和有效实施渔业产权,被大多数渔业经济学家视为最有效的措施之一。本文介绍了渔业产权的基本概念、类型及其特征,并指出强化我国渔业管理应构建怎样的渔业产权管理机制。

Ry property rights is the key to ensure sustainable development of china'a fisheries

With the growth of world population and technology progress,fishery resources have been increasingly scarcer from once so-called “an inexhaustible resource”.How to allocate rights to access or other rights is thus a critical issue that fisheries managers have to deal with properly.Though different methods may have been taken to solve the problem by different countries,clearly defined and effectively enforced fishery property rights are regarded as one of the most efficient institutional arrangements by most of economists.This paper explores basic concept, type and characteristics of fishery property rights, and it indicates that the mechanism of rights-based management should be developed to strengthen China's fishery management.
