我国粮价丰年涨升与粮食安全问题研究

针对2006年发生在我国的粮价丰年涨升现象,本文就粮食增产涨价以及粮食安全问题进行了研究,结果表明:国际粮食市场波动并非国内粮价上涨的关键所在;国内政策因素和市场因素是粮食丰年涨价的重要诱因,其中最低价托市收购政策的影响最为重要;发挥粮食政策作用的核心在于夯实市场运行基石,而实现粮食安全目标则亟需突破市场组织制度的瓶颈约束。

Research on Grain Price Rising in an Abundant Year and Foodstuff Security in China

It is unusual that the price of grain was rising in an abundant year of 2006 in China.Aiming at this phenomenon,the paper researched on the price of grain rising in an abundant year and security of foodstuff,the results suggest that:international foodstuff market fluctuated was not the key reason of the price of grain rising at home;national policy factor and market factor was the main reason of the price of grain rising,especially the supporting effect of policy purchasing at minimum price;the core of exerting the function of foodstuff policy rest with how to tamp the base of market running,then to realize the aim of foodstuff security desiderated to break through bottle-neck inhibiting of the institution of market organization.
