农村弱势群体医疗保障制度研究——以陕西省为例

本文从合作医疗和医疗救助两个方面,分析了农村弱势群体医疗保障的制度缺陷;提出农村弱势群体医疗保障制度的基本框架,即重点保障失地农民、农民工、贫困农民三类农村弱势群体,完善合作医疗和医疗救助制度;保障措施包括:明确政府职责,选择适宜模式,强化医疗救助。

Research on Medical Security System of Rural Disadvantaged Groups——A Case Study of Shaanxi Province

This paper is from two respects of cooperative medical service and medical rescue,have analysed the system defect ensured in medical treatment of rural disadvantaged groups;put forward the basic frame of ensuring the system of medical treatment of rural disadvantaged groups,namely ensure three kinds of rural disadvantaged groups of peasant of lost territory,migrant workers,poor peasant especially,perfect the cooperative medical service and medical rescue system;ensure the measure to include:define government's duty,choose to be suitable for the mode,strengthen medical rescue.
