关于稳定完善农村土地承包经营制度的思考

农村土地制度是农村经济社会的一项基本制度,影响着农村社会的全部经济关系。因此,土地关系的协调和优化过程,就是农村经济关系的变化和优化过程。即便目前的非农收入已经超过了农业收入,但是土地作为农民生存保障资料的功能将在很长时期内不可能改变,农村部分劳动力在城乡之间“双向流动”的特点在相当长的时期内也不会改变。因此,稳定家庭承包经营制度的核心问题就是稳定完善农村土地承包关系。
