“进则全胜”的生态经济学基础及其与水土保持的关系

[目的]明确“进则全胜”的生态经济学基础及其与水土保持的关系能够在已取得的水土流失治理成效上进一步推进长汀县水土流失高质量治理。[方法]基于人类需求处于由生活发展需求后期向身心健康需求转化阶段的生态经济系统耦合关系的需要，明确了“进则全胜”的提出具有必然性；可持续发展理论与实践、生态经济化与经济生态化融合发展等为“进则全胜”的产生奠定了理论及现实基础。通过明确“进则全胜”对水土保持的规制，揭示了“进”的要素规制水土流失的治理过程，“胜”的要素规制水土流失的治理效果。[结果]水土保持与“进则全胜”两者相互促进，能够实现水土保持的高质量发展，促进区域生态文明建设。[结论]该研究能够促进在更高起点上实现水土保持高质量发展，推动长汀县水土流失治理和生态文明建设不断取得新成效。
