| 摘 要： | 指出了突发环境事件中土壤污染应急预案的编制工作是土壤污染重点监管企业土壤保护工作的重点内容之一,由于没有专项技术指南作为指导,各企业的土壤污染应急预案编制质量参差不齐。借鉴《典型行业企业突发环境事件应急预案编制指南(征求意见稿)》,结合笔者自身工作经验,从事件分级、风险源识别、监测预警、应急响应等方面提出突发环境事件中土壤污染应急预案的主要内容,为突发环境事件土壤污染应急预案的编制提供一定的依据。

| Abstract: | At present,the preparation of soil pollution emergency plans in emergency environmental incidents is one of the key contents of soil protection work of key soil pollution supervision enterprises.Since there is no special technical guide,the quality of soil pollution emergency plans of various enterprises is uneven.Combined with the author’s own work experience,this paper draws on the Guidelines for Compiling Emergency Response Plans for Environmental Emergencies of Typical Industries and Enterprises(Consultation Draft),and proposes environmental emergencies from the aspects of incident classification,risk source identification,monitoring and early warning,and emergency response.The main content of the soil pollution emergency plan in China provides a certain basis for the preparation of soil pollution emergency plans for emergencies. |
