晋西北地区农民生计方式对征地补偿安置的影响分析

土地征收是城市化发展的必要手段,而土地征收带来的系列社会问题也是近年来社会矛盾的焦点。笔者采取抽样调查的方法,对静乐、宁武、岢岚和五寨4县16个乡镇138个行政村农民生计方式进行了随机抽样调查。结果表明种植业和放牧是该区域农民目前最主要的生计方式,而其最佳替代生计方式也是从事农业生产,土地征收后,大部分农民将缺乏必要的生存技能。因此,应从当地农民实际出发设计征地补偿安置方案,如加大这类地区的生存技能培训手段,转变农民传统意识,增强被征地农民的非农化就业能力等。

Study on the Relationship between Farmer's Living Means and Land Acquisition a Case Study of Northwest Region of Shanxi

Land acquisition is the focus of land resources management,we investigated farmers in Northwest Region of Shanxi province to find their means of living.Based on the investigation,we found the traditional agriculture is important to the farmers and they have no necessary skill when they lost their land.It is main contradiction between farmers and the government in land acquisition.In this paper,we found the way of how to arrange for the farmers who lost their land rationally.
