| 摘 要： | 分析了我国农民用水户协会相关法律制度方面存在的障碍,除了技术或资金,制度的缺陷也是制约其发展的重要原因。在此基础上提出相关建议,即明确农民用水协会的法人地位、深化小型农业水利设施的产权制度改革、弱化农民用水协会的行政色彩等。

| Abstract: | The obstacles of relevant law and system of Water User Association （WUA） in China were analyzed. Except for technology and fund, the defect of the relevant system is also an inevitable reason. On the basis of this, several suggestions were put forward, namely determi- ning legal person status, deepening property reform of small agriculture water conservancy facilities, weakening administration of WUA. |
