青海省草地管理与可持续发展

国家西部大开发战略的深入开展,青海省委、省政府立足省情,着眼建设生态文明大局,提出了"生态立省战略",一批重点生态治理工程相继启动实施,取得了显著成效。但是,人与畜、畜与草之间的供求矛盾,草地退化、沙化,土地荒漠化,水土流失,生态环境恶化等问题依然严重。机遇和挑战依然存在。因此,要进一步完善草原承包责任制、加强草业基础设施建设、完善青海草原生态环境保护的配套政策、加大草原生态环境建设力度;同时要适度控制牧业人口,提高人口综合素质,建立健全草业社会化服务体系,健全机构,调整人员结构,引进专业人才,改善工作条件,提高体系服务的功能和服务水平。

At the same time to moderate control population of animal husbandry, improve population quality, es- tablish and improve the socialization service system of grass industry, improve the institutions, adjust the person- nel structure, introduce professional talents, improve the working conditions, improve the system of service func- tion and service level is very important.
