河北省农地流转问题现状及改善措施

农地流转有利于农村土地的规模化和集约化经营,实现农业增长方式和组织形式的转变,推动农村劳动力转移,促进城乡协调发展。但河北省目前的农地流转存在着流转程度低、流转范围小、流转方式单一、流转价格偏低、流转后的变化不大、农民不愿意长期流转等问题。制约河北省农地流转的因素主要有地块零碎、流转行为不规范、流转信息不畅、社会保障体制建设落后、组织管理不规范等。所以,应当采取完善各项制度、优化农业外部环境、培育农地流转市场等方式,促进河北省农地的流转。
