我国林业碳汇项目的发展现状研究

在气候变化日益严重的情况下,世界各国纷纷探索应对策略,其中CDM是目前运用较为广泛的机制之一。作为CDM的子项目造林与再造林项目,以及未正式注册或批准的林业碳汇项目,不仅可以起到抑制全球变暖的作用,同时还可改善区域生态环境。文中通过对我国造林再造林项目的分析与研究,总结其在项目中解决困难与问题的对策以及项目管理与技术方面的成功经验,以及开展过程中存在的不足。进而初步掌握我国实施林业碳汇项目的可行性与潜力,为碳汇政策在全国更大范围推广提供有益借鉴,为促进我国林业碳汇项目更好实施给予重要的启示作用。

Research on the Development Status of Forest Carbon Sequestration Projects

With the increasing change in climate, countries around the world begin to explore the coping strategies, including CDM, a system which is widely used in the world at present. Afforestation and reforestation projects, as a child of CDM, and forestry carbon sequestration projects that are not officially registered or approved, not only can restrain the Global Warming, but also can improve regional ecological environment. This paper wasbased on the analysis and study of afforestation and reforestation projects to summarize the difficulties and their countermeasure in project implementation, successful experiencesin project management and technology, and the shortage in the implementation process. Based on the analysis, the potential and feasibility of forest carbon sequestration projects in Chinawas concluded, in order to provide helpful references for carbon sequestration policies to be widely promoted in China and give the important revelation to China for promoting forestry carbon sequestration projects.
